How can i insert video conference calling into my web page?

so i want to insert video calling into my web page.....kind of like skype

how was skype able to do it....did they have to work in conjunction with telecom companies or is there way that any person can insert video calling into a website/page

i know its badly worded...but i cant find the words to describe what i want to ask...sorry
