I would like to either broadcast a live video feed or do a live video conference call. Is there anyway I can do that with skype or MSN messenger? Or any other program i can get online?
in vista home premium go to start>all programs >see if you have a program there called:windows meeting spaces. if you open it and look at the tutorial if you host the meeting you should be able to give access to it to everyone that needs to be there but read the tutorial first

you should have own host on internet with a public IP address.
With this you can make live video broadcast on internet.
